Your tier position will be evaluated after you have been in a tier for 12 months. Whilst in that tier, if you have not spent the entry requirements to remain in that tier after the next evaluation, you will drop down to the tier that matches your previous yearly spend. You can move up a tier at any point during the 12 month window.
